Regardless of the price you pay at the village, the views make the price well worth it. The views leave you mesmerized and can pretty much keep you occupied by their magic for most of your stay. The staff is competent, courteous, and friendly and the villas are well-equipped. Rooms are spacious including the kitchen and bathroom. In fact, the kitchen has everything you could possibly need to cook a decent meal. Microwave and electric oven, dishwasher, gas stove, toaster, coffee machine, key utensils, everything!
This may be up for debate; however, you can get around if you take the bus, which comes right in front of the facility's entrance. It takes roughly fifteen-minutes or so to get to downtown Funchal. The bus doesn't seem to get too crowded either, so you are pretty much guaranteed a seat. However, if you really want to take-off and really see what's going on, renting a car is probably your best bet.
If your villa is at the bottom of the hill, you will have great views but a lot of traffic noise to go with it.
Some facilities are not actually in the villa but up in the hotel, which would take nearly a half-hour to get to. The supermarket is roughly a five-minute drive or you could get there in about twenty-minutes by foot. Some may find it difficult to get around with out vehicle.
